Summary description: The document 'Strategic Orientations for Sustainable Tourism Development of Neum Municipality' is part of the Coastal Area Management Program (CAMP) for Bosnia and Herzegovina, contracted on 12 February 2016 and signed on 29 June 2020 based on the Feasibility Study prepared in period from January 2017 to July 2018. Based on the findings of workshops and stakeholder consultation meetings, the document 'Strategic Guidelines for Sustainable Tourism Development of Neum Municipality' should be supplemented with proposals for specific projects in a form that meets the requirements of applications for funding from EU pre-accession funds and other sources.

Reason of interest for COASTING: The document 'Strategic Orientations for Sustainable Tourism Development of the Municipality of Neum' consists analysis of the general characteristics and current state of tourism development of the municipality of Neum as the only coastal municipality in Bosnia and Herzegovina, including a critical review of the main problems and proposals on the possibilities of diversifying the tourist offer of the municipality of Neum from a distinct orientation to bathing tourism in the coastal part to diverse and from an ecological point of view desirable forms of inland tourism, which should be encouraged in order to more evenly develop the entire Municipality and make better use of its tourism potential.Proposals of basic strategic directions presented in the form of an Action Plan containing a portfolio of specific individual projects as a basic form of implementation of sustainable development strategy, including proposals related to destination management, ie destination management.

Territorial context: Neum is the only municipal center and the only coastal tourist destination in Bosnia and Herzegovina, which according to the number of overnight stays is the second strongest tourist destination in the entire country after the capital Sarajevo. However, tourism as the main activity of this area is limited almost exclusively to the coast and the main settlement of Neum, which is exposed to excessive construction and pressures on transport and communal infrastructure, while the sparsely populated hinterland is almost completely unused and exposed to strong depopulation. The construction of a new road from Neum to Stolac, which in the area of the municipality of Neum is mostly already put into operation and should be fully completed by the summer of 2022, opens many opportunities to start the development of tourism and other activities in the hinterland of Neum. This also creates the basis for economic growth in the entire area of the Municipality and for reducing the pressure on the narrow coastal area.
Relation to policies and strategies: The good practice is framed within the Mediterranean Action Plan (MAP), regional marine program which is established for better living for the inhabitants of the countries surrounding the Mediterranean Sea and the establishment of strengthening of mutual cooperation and harmonization of joint management of natural resources. The good practice is, also, framed within Development Strategy of the Herzegovina-Neretva Canton and Rural Development Strategy of the Herzegovina-Neretva Canton on regional level.

Objectives: The aim of this document is to strategically design the development of the municipality of Neum, ie the coastal area of B&H, and primarily the development of tourism and other activities in the hinterland of Neum in order to reduce the pressure on the narrower coastal area. Road connection of the coast with the interior allows activating the development of the neglected hinterland, in line with modern trends in the world tourism market, which primarily includes diversification of tourism through the development of special types of tourism such as rural, cultural and active tourism. This would also raise the overall level of quality of the tourist offer of the municipality of Neum, which would encourage its more even economic progress.
Stakeholders involvement: The document of the Strategic Orientation of Sustainable Tourism Development of the Municipality of Neum was prepared by the Priority Actions Programme Regional Activity Centre with the assistance of representatives of public administration bodies and public institutions of the Municipality of Neum and Herzegovina-Neretva Canton. Representatives of local and regional authorities contributed to the drafting of the document by participating in discussions and transferring professional studies.
